O: Banasdan Loyalty to the SC suspect
A world colonized and still controlled by the capital Banasdan, Altiplano has a type D atmosphere; unbreathable at sea level but approaching Terranormal at 2,000m altitude. The cities are built on the mountain-tops and on grav platforms suspended in mid-air.
The Solomani government has doubts about the loyalty of the population to the Confederation cause, and retains a pretty firm grip here. If the world proves its' aliegance in the coming war, it may be granted independent rule.
